How do you keep and area rug from lifting at the corners?

Can you answer ArmyWife's question about rugs?:

I have an area rug in my living room on carpet but it keeps lifting at the edges. I have 2 other rugs in my hallways and I used rug tape on an all of them and only one stayed in place. Anyone know of an cheap way to get them to stay down?
double sided tape is the same as rug tape. tried that already.
